|520|||aThis study is generated by the limited understanding on how the planning system changes from state driven planning to an empowered participatory planning model. Planning theory literatures lack an understanding of how the new model of planning system emerged in the society especially when the society has experienced a great political change from an authoritarian regime to a transition democratic system of government.|
|520|||aTo fill this gap in the planning theory literature, this study is conducted by taking the change of planning system in the district government of Bandung, Indonesia as a case study. By using longitudinal observation and an autoethnographic method, this study explores how the Inisiatif planners, as external agents of change, diffused the notion of empowered participatory planning to the district government of Bandung. By applying the diffusion of innovation and organizational learning theory, this study tried to explain how the process of shift of planning system occurred in the district government. This study covers almost seven years observation starting in 1999 when planners organized continuous discussions until 2006 when the new planning system called Tata Cara Penyusunan Perencanaan Pembangunan Daerah/TPPD (Regional Development Planning Mechanism) was being implemented in the district government of Bandung.|
|520|||aThis study demonstrated that the process of shift of planning system toward an empowered participatory planning occurred in the district government of Bandung. This transformation is indicated by the change of planning practices and values covering the change of the context of planning, the composition of stakeholders, the nature of participation, and the coverage of process (planning and budgeting). This study also showed that the change was a result of collective learning process diffused by the agent of change under supporting (external and internal) environment. Furthermore, this study demonstrated that the change of planning system and practice in the district government occurred gradually through the mechanism of the diffusion process covering stages of pre-initiation, initiation, adoption, implementation, sustainability and extension. The diffusion process generated both single and double loop learning processes among planners and stakeholders leading to the change of planning system and practice.|
